Which one you want

Resilient channel is a Z-shaped strip that decouples the board from the framing so sound does not transmit straight through. It is in nearly every STC-rated partition and every multifamily demising wall. Hat channel is a furring strip — it stands the board off a masonry or concrete wall, or levels a ceiling. They look similar on the truck and do completely different jobs. Screwing resilient channel into the framing on both flanges defeats it; ask if you are not sure which flange floats.

Does resilient channel go on the ceiling or the wall?+

Both, depending on the assembly. Ceilings under occupied floors are the most common.

Can I use hat channel as resilient channel?+

No. Hat channel is rigid on both flanges. It will not decouple anything.
